will for children on publicaid

My brother is mentally disabled & on publicaid--how can my mom leave him a modest income without losing publicaid?

Instead of a direct gift, she should create a supplemental needs trust to hold his share for his benefit. It wouldn't provide income per se, but could provide for his needs over and above what public aid provides.
