Legal Question in Workers Comp in Illinois

Who can decide when you reach MMI?

I fell two years ago and have been in PT for on and off for over a year and a half. Had two scopes within a year of each other. My dr. wanted a second opinion and said he would not release me to MMI, pt thearapist said he felt something else was going on and pt would not longer help. I just want it fixed. Can they just tell me that I have reached MMI if my dr. says no?
