Legal Question in Workers Comp in Illinois

refusal of medical records

have an attorney I'm beginning to doubt, maybe too much work load? off work since november 98. been to several drs. been denyed w.comp. so it went to long term disability through sunlife ins. signed releases if paid by w.c. to repay them. they sent me to a dr. for a fce test for social security. I signed release forms to have records sent to other drs., ins, and employer. now they willnot release their findings to my dr, who is considering spinal surgery because the employer has them and don't want them released. I'm tire of the run around. is that legal. can they refuse to send my records to my dr?
