we are a recruitment consultat based in UK and do not have a company registered in India, Do we include service tax while invoicing a client based in India for recruitment services provided to them while we are based in and operating from UK?

Since you are based in UK having no office in India, you need not include service tax in your invoice raised on an Indian client. In this case the client is liable to pay service tax with reference to your invoiced service charge to the government.

You are exempted from service tax being a forign service provider and not serving directly in India.
