II. State Electricity Board made repeated representations to its excadre trainee engineers that they would be permanently absorbed and encadered without taking any examinations. later the board conducted examinations for permanent cadre engineers and eliminiated some trainees in the process. The aggrieved trainees had not sought employment elsewhere. They approach the High Court
a. what doctrine can be the principal ground for the petitioners in this situation and its difference from legitimate expectations
