Legal Question in Administrative Law in India

DEAR SIR,

I joined higher & tech edu.dept.on 10/02/1992 .as a Lecturer in Mech.Engg. by mpsc selection process.

My boss was harassing me . he framed false charges on me & first spoiled my c.r.without giving me opportunity to here me,they finalized my cr confirmation & given punishment of permanent bar in promotion.

Again he made false reports and documents & started dept. enq. Of dismissal /removal

On the same charges as in c.r. double jeopardy.

Chargesheet is confidential doc. But its copies are sent to the person where I was transferred before I join the duty within statutary joining time allowed to me by rules.

Charges were of criminal nature.i.e.i slapped to boss ;I asked bribe from students.about this no memo /explaination is asked to me at that time .this made criminal defamation & spoiled my image before it is proved .premature disclosure of alleged material is serious misconduct on their part I want case law for this criminal defamation if u could find .

I could not joined to duty, & staying at my native place since 8 years .during this one false cr.case lodged by police & detained me for more than 48 hrs. govt suspended me for this.since 1/10/2002.I acquitted by cr. Court on14/10/2004 .but still my suspension is not revoked after repeated requests also no subsistence allowance is given to me since 1/10/2002.

After repeated request they reinstated me at same place on condition that until I finish dept enq .Nothing is ordered about subsistence allowance or about my previous duty period .

All that they are doing illegal .i am unable to face any enq.due to financial stringency.

It is natural injustice to me.I don�t have money to go to MAT/HIGH COURTS as I am unable to pay cost to that.I do not want to take risk of free govt legal aid as it is not faithful.Iwill pay fees after my recovery ,but unable now.

Please guide me in this critical situation & kindly help me .

Can I go for criminal procecution against these authorities who are personally liable to punish. Where to approach. how to fight with these white coller criminals.

AFTER ACQUITTAL ILLEGALLY KEPT SUSPEND.

NO SUBSISTANCE ALLOWANCE IS GIVEN SINCE 7 YEARS

NO RULES LAW ORDERS FOLLOWED.
