Legal Question in Administrative Law in India

dues of my father

My father worked in Revenue service of Tamilnadu and was on deputation to TNCSC in 1983. During the course of handling cash and submitting vouchers, there was a difference of Rs.55000/- and retired in 1991 and died on 10.10.2004. Recd a letter from Collector, Trichy that the above dues are payable to TNCSC by my father. I met the PA to Collector and he explained that the above amount to be settled and his DCRG/Leave salary are with them to the tune of Rs.55000/ plus. He advised me to give consent for it. However, when my father was alive he went to High court and the court gave direction to appeal to CMD/TNCSC within six weeks. As he was not well and he got the above info from his attorney lately, he preferred an appeal after 6 months. Hence, his appeal was rejected on the ground that it was time barred. However, for the same reason of recovery some of his colleagues (who were in service) were considered for mere fine of Rs.3000/- showing mercy on them.
