you may approach the high court seeking writ of mandamus.

Dear Sir / Madam,
A written grievance letter to the Chief Minister and the State Governor with copies of all your reminders demanding maintainence of Property Records to all those concerned, for their information and action, will expedite and resolve matters. Alternatively, a copy of your PIL in Court can also be marked to both the above.
