False date of birth

I have seen lot of person reducing their actual age by submitting the false date of birth certificate obtained from remote places.What is punishment for them under IPC and how to prosecute them.

Your question needs a serious answer. It is a very serious crime to obtain a bogus birth certificate. It is punishable as a forgery with minimum seven (7) years in jail. If one gets caught using a bogus birth certificate, it is hell given that the Indian Law is stiff on forgeries.

One can file a case with the police department. However, this is usually not very effective.

The better way would be to file a private prosecution in the criminal court, and get an order upon the police to take steps, which is more effective and deterrent.
