why the Govt. Resolution and circulars (G.R) not binding upon the quasi judicial authority like caste scrutiny committee? kindly expalin it with referance of concern act, section, judgments

If there are special or other rules regulating such authority, then general resolution or circular may not be binding.
If Government issues circulars or GR based on power of government under the relevant rules and regulations governing such authority, then same will be binding.
