I am in to a new company which do not have any written policies. I need your help. Help me by send me a draft of HR Polices like Leave Policy, Working Time, Permission, Late, Over Time, ect.

Your question is still incomplete. The rules and regulations depend from place to place and may differ on the basis of nature of business.
Some companies are governed by the Factories Act; whereas some are governed by the Shops & Commercial Establishments Act. There is also a Central Act governing leave policy, working-time policy etc. You may read "Model Bye-laws" made under this Act which is known as The Industrial Employment (Standing Orders) Act, 1946.
The payment of over-time is also regulated by the MINIMUM WAGES ACT; and also the PAYMENT OF WAGES ACT.
It would be better if you specify your problem so that appropriate opinion can be given.
