Does the Administrator Appointed in a Co-operative Housing Society have the Power to transfer the shares of the flat?

The Administrator has all the powers which are vested in the Managing Committee. To understand full dimension of his powers, please refer to the bye-laws of your society alongwith the Cooperative Society Act and the Rules framed thereunder.
