does Rs.10 non-judicial stamp paper has any value .Can any administrative people file a case on basis of this

every piece of paper is made important by the content over it. filing of case depends over the matter you want to be decided. we can not advice in air.

There is always a value for the Rs. 10/- non-judicial stamp paper. But filing a case on base of the stamp paper sounds pragmatic. I guess you need to furnish all the details and facts what you want to ask so I can formulate some advice for you. For e.g. what is the date of stamp paper etc.
