Co operative Housing laws

Sir,out of 100 flats/shops, 88 units are sold.builder is adamant he will register society only after all units are sold.he is collecting society dues but not maintaining properly.can we register coop society without builders help? what do we do about conveyance of deed if builder not ready?we are staying in Cidco in navi mumbai

Society can be registered by any 10 members u/s 7 of the M.C.S.Act,1960.

Deemed conveyance can also be had through Jt.Divisional Registrar under newly amended MOFA Act subject to CIDCO had not been exempted from its provisions.
