Legal Question in Administrative Law in India

One of my relative has lost his Voter ID Card but remembers the number. Previously the house he was living in has been demolished by the governement of Delhi and he will be getting a new house in-lieu of that by the governement. Meanwhile he is staying with some of his relatives till he gets the possesion fo his house by Government.

Now the question is that he went for renew of His Voter ID Card and told them that he needs a new Card and he was told by the department that along with the FIRof the lost card , he needs to give an NOC certifcate from the landlord of the house stating that he is staying with them & two Xerox copies of the Voter ID card of the landlord But his relatives are not ready to give him the same.

Is there really a requirement that an NOC be given by the landlord of the house as the Voter ID card needs to be mailed to that adress. Is there no other way.

Can his relatives anytime get into trouble is they issue him thsi NOC. Can he misuse that NOC to claim residential rights in his relatives house and that is why they are worried to give him an NOC. Can there be an alternate way so that they also do not get into this trouble and his purpose is also solved

whatever u mentioned is not correct as per government rules for issuinga voter card.The applicant may contact the election commission office or the municipal authorities and can apply afresh by disclosing his old card number for details and can show the sddress as his rental premises by submitting the electricity bill/water bill/voter id card of owners,etc.
