Service matters
Management is making pecuniary loss to its employee for the past seven years, making discrimination with that of other employees. Is it correct to represent the matter to Lt. Governor and Chief Secretary of the State by-passing immediate superiors?

Yes you may report the discriminations with enough evidences and forward the matter to the C.S. of the State.
