Legal Question in Administrative Law in India

I'm serving in judiciary on a gazetted post. My boss leveled frivolous charges on my appointment and placed me under suspension and then terminated my services without enquiry. Hon'ble CAT turned the tide in my favor and i joined the same post and received the entire backwages. My boss, a Senior Judicial officer did not alot me the work of my seat for the last 4 years. I have been getting the salary as well as the annual increments in time without doing any work. I mark my attendence in the attendence register and over the period, the attendence register shows that i have not been allowed any earned leave or casual leave. When i raised my voice to alot me the work, i'm threatened verbally to again put on road. I'm due to retire in june 2014 after putting in 36 years service.Is the officer liable to be held responsible and made him to shell out the entire salary paid to me from his own pocket. What remedies are available for me.

I sympathize with your concern : "An idle brain is a devil's workshop." Even though your immediate boss may not allot you work, you should keep yourself busy in Office reading and getting acquainted with the latest judgements passed in Court, not only in Chandigarh, but all over India in your field(s) of interest. You can read case laws and judgements pronounced online or in Law Journals. This will increase your knowledge and keep you abreast with what's happening all over the country. You must ensure that there are no unnecessary impediments in your retirement which is due, and all your end of service benefits are peacefully granted and sanctioned to you. In my view, you will get an opportunity before the Chief Metropolitan Magistrate to voice your anguish and concern just prior to your retirement.
