Legal Question in Administrative Law in India

Sir, i am appointed in police department in 1998. Our batch was of approx. 450 officials and final exam qualified only 60 officials i am in these 60�s and other 60 officials who have not attend trainings qualified with another batch in next year, kindly suggest that how will the department frame the seniority list, let, me mention here that our board was so strict that out of 450 only 60 qualified and the next batch easily qualified and they secured high marks . department has framed seniority list last week and i found junior my self and who qualified next year are senior than me. kindly help me.
