if a transfer policy is not maintained in any of the govt organizations can one appeal for the same in the court of india

Dear Sir / Madam,
A transfer policy is always discretionary; it is never mandatory.
There is no rule in India which states that a Government department should compulsorily have a transfer policy, although most Government organizations do have one.
