I would like to know the law on transfer which is neither exigency of work nor administratively required.

I agree with the above opinion.
Also the right of transfer may depend upon legal status of the employer. The principles of bias or natural justice may be applicable only if the employer is a "State" within the meaning of Article 12 of the Constitution of India and not to a private employer.

It is purly on the administration discrition. But it should not be against fundamental rights of the employee.
