Legal Question in Appeals and Writs in India

A Senior Geologist of Geological Survey of India (Grade Pay.Rs.6600/-) was charge-sheeted for the alleged delay in submission of his geological report. During pendency of the disciplinary proceedings DPC for promotion of Senior Geologist to Superintending Geologist (Grade Pay � Rs.7600/-) was held. Consequently 137 officers were promoted but his name was put under sealed cover. After this promotion, the aggrieved Senior Geologist was penalized with �CENSURE� under minor penalty head. Rule 16 of CCS (CCA) Rules. Now, I seek your clarification on the following:
1. When will the sealed cover having his DPC result be opened for promotion to the post of Superintending Geologist?
2. Whether his seniority as indicated in the Original Seniority list will be maintained?
