Legal Question in Appeals and Writs in India
whether decision of High Court in any writ petion (multiple agencies are involved) will be squarely applicable on the agencies who were not participated in those writ peritions?

in case it does not have specific direction against those agencies who are not the party to the writ, they may not be bound by the judgment.
