Restration
An application for restoration of a wp was filed and the court dismissed the wp while considering the same. Can a court dismiss/decide a wp while considering an application for restoration of same.

Yes. The court could also dismiss the WP on merits during hearing of restoration application.
You had filed application for restoration because the WP was already dismissed.
