It depend upon value of award,however,generally it is District judge or HC.

It depends upon the mode of execution one chooses. If it is for civil arrest then it should be at the place where the judgment debtor resides. If it is to proceed against the movable or immovable property of the judgment debtor, the execution petition has to be filed depending upon the value of the award in the Junior or Senior Division Civil Judge's court.
