Dear Sir / Madam,
The matter comes within the jurisdiction of the District Magistrate Court in Gunjabari, Cooch Behar, West Bengal and you should file a writ petition against the bank in the Court.

First ask Bank for explanation by a letter and then go for legal recourse.
