Re: bank payments
You may write the bank demanding back the excess amount charged in your account.
If the Bank does not accept your request, some of the options available to you are :
(a) Approach the Banking Ombudsman in your area;
(b) Complain to the Banking Regulation Section of RBI.
(c) file a complaint before the consumer forum/commission
or
(d) file a civil suit seeking recovery of the excess money charged.

Please approach higher authority of the Bank with details of payments made by you and debits raised by the bank to adjust the laon instalments.In case of non response you may approach office of the Banking Ombusmamn of your state provided you have full proof case

Complain to RBI or Higher Authorities of the same Bank
Re: bank payments
Legal action can be initiated against the bank. Prior to filing a case, Legal Notice can be sent to the bank. You are doing what is required from you, lapses on part of the bank. Legally bank is liable.
Specific advice should be sought based on the study of documents.
