whether a bank can recover the loan from a widow which is taken by her husband during his life-time? which is proper forum to take action against the bank?

Bank can recover the loan from all the legal heirs of the deceased and that includes the widow as well.

depends on type of loan and terms & conditions agreed between the borrower (your husband) and lender.
