My question is ''does any of the party involved in cheque bounce case whether banker,drawee or any other is legally required to provide return cheque to drawer?''

As I said earlier, the question of cheque return to the drawer would arise only at the time of making payment or thereafter. When the drawer receives a notice of demand from the payee, he may demand the original (bounded) cheque back against payment.

a banker has to return the cheque if he has insufficient funds to honour the same to the holder/payee of the cheque who presented it for collection. A Drawer i.e. the person who drew/issued the cheque is not entitled to its return. However he can request the payee of the cheque to return the same once he makes payment to him on demand from the payee. Only in that case the drawer is entitled to the returned cheque and in no other case.
