In cheque bounced case a time limit 15 days has lapsed and now how to initiate the procedure to recover the money.

if you mean that the 15 days time limit in the notice to the issuer of cheque to pay the amount has expired, you must file the complaint within one month from the date of such expiry, to the local magistrate court. Take the assistance of local lawyer.
