If a cheque is dis-hourned on account of "signature differ", whether Section 138 of Negotiable Instruments Act is attracted ?

you have to send the notice within 15 days then file a case under sec.138 N I Act

yes, it surely is attracted as has been held by the Hon'ble Supreme Court in a recent judgment of 2012.
