Cheque retrun....Time limit

Sir i read in this forum bank should file case in event of cheque retrun u/s 138 n.I within 30 days of retrun,sir but bank file case after 1-2 year..U/s 138 n.I......2)sir i give this cheque as sec cheque so they can use this cheque for case.Sir can u also provide any good lawyer in delhi or in india if they can defaned my case my self in delhi.

civil suit by credit card banks & p.L.
