a cheque which is not filled up, but signed, crossed or uncrossed can be filled up a person to whom it has been given for proper reason and presented for payment/clearing. If any improper person fills it up and gets paid, then the drawer has to blame himself for the same and approach a lawyer for appropriate legal remedy.

If the cheque is not supported by any transaction; it may not fasten any liability on the drawer, if the cheque is bounced.
