Legal Question in Banking Law in India

My father was working in Dena bank and took retirement in year of 2001. He (X Staff) has a locker in dena bank.he recently Expired two months ago.after that i found that he didn't fill any nominee form. after giving a application bank open a locker and make punchnama. we found the original property agreements in the locker. now bank told me to do a valuation of our house(they need Valuation Certificate) & Succession certificate but we don't have that much capacity. can you suggest me what is the another way to recover the documents against my property and also want to know, is there any such law where I might fail to fight for my documents to recover my the bank where they have been kept. Would also appreciate if you could help me to know that whatever bank has ask me to go according to the procedure is true or not. Please help.

For the contents of locker to be handed over to the legal heirs, no succession certificate can be insisted upon. The bank can be asked to release the contents to the legal heirs on the basis of affidavits of parties known to the family and indemnity bond of the legal heirs. If the Bank does not help you, make a complaint to Banking Ombudsman
