what is issuing cheque through an attorney? also, is there Automatic Clearance House system in India? what are its demerits. is it vulnerable to fraudsters?

If an agent is appointed by giving him power of attorney and such power of attorney is also given to the Bank authorizing the agent to sign cheques on behalf of the principal account holder that is issuing cheque througn attorney. There is Electronic clearance system in India. We are not here to catalogue its merits or demerits. Any system cannot be immune to fraud committing people.
