merely because some sur name is mentioned to the name of the deceased account holder in the death certificate, bank cannot refuse to allow operation by the survivor. The Bank may ask for some identity proof that the name appearing in the death certificate and the one with the bank are one and the same for which some affidavit or other evidence can be adduced by the survivor.
