How was the fraud committed? Who committed the fraud? How did the money get tranferred to China Bank, and at whose behast. I need to know full facts of the case before giving any accurate advise.
If the fraud was from the concerned bank in banglore, then you can file suit in banglore court itself for the said amount.

Re: Jurisdiction of Indian Court over Chinese Bank
this seems to be a cyber crime and you need to report the crime immediately to the cyber crime cell of police.
if you know that from where the crime has been committed then you can file the case there as that will give you max benefit, otherwise police will search it out
you may try to move to criminal court for any favourable order
