Dear Sir,
Check out legal rate of interest that he has actually charged for you upon Rs.25,000 (Twenty Five thousand prinicipal amount) with respective periods. And negotiate for any excessively charged amount by him, or if any of such excess interest amount charged has been noticed
by you, then give police complaint, or lodge a suit in junior division court.

You may have to bear the consequences of giving a blank cheque. Anyway, you may need to defend the case with available evidence, if any, about the true factual position.
Issue notice through a lawyer and file case for cheating.
you have invited trouble by giving a blank cheque. Now u have to defend it by some evidence to prove that the loan was only Rs.25000/- and that u gave the blank cheque to be filled up for only that amount. It is very difficult to prove your case. for your indiscretion u have to suffer.
