In my opinion there is no extradition treaty between dubai and india. However you can communicate to them your honest intention and problems.

Re: non payment of loan

If the banks are international banks or Indian Banks, they can try to trace you and file a civil suit or give a criminal complaint against you. If the Banks are UAE or other Arab Banks, they would have notified the immigration authorities and if you intend to go there again, you will be spotted and arrested. As Honesty is always the best policy, you can write to the Banks that you would be settling their dues in instalments over a period of time, praying for waiver of interest, charges etc. That way you can prove to them that you did not intend to defraud them.

Re: non payment of loan

Contact the Bank authorities.

You should never take a chance as you may face both civil and criminal charges.
