can a public sector nationalised bank employee run a parallel own business while in service

The answer is no. The service rules prohibit him from running any business or in any other employment. If he is hereditarily involved in any family business, to continue the same without any hindrance to his employment in the Bank, he has to seek permission in writing from his employer.
