I do not find definition of 'Citizen' in Sec.2 of the RTI Act. Then where is the question of whether or not corporations or companies come under that term in Sec.3 of the Act? If your question is whether or not a corporation or company can seek information, then in terms of Sec.6, corporations and companies are included in the term 'person' in view of General clauses Act includes artificial persons like a corporation or company in the definition of 'person'.

All citizens include companies registered as per Comapnies act.A Corporation itself is a local body where a citizen could seek information but a corporation per se is not a citizen.
