Legal Question in Banking Law in India

Hello Sir, I am Sushil Palav, from India staying in Mumbai city, want to know, whether the ATM cameras are compulsory or not to be installed in the ATMs of banks like Axis bank and OBC, because some one misused my Debit card of Axis bank and withdraw a sum of Rs. 15300 total, from Atm's of Axis bank and OBC.
I contacted this both banks for the footage of this transcations, and now they are telling me that their Bank ATM's cameras are not installed so cant give me the required footage and due to which I am unable to recover my money.
May I get reimbursement from this Banks as due to not installing the Cameras which is imp for security reason in ATM's I am not able to trace the person, Any claim I may ask to this bank. Help

correspond with the Bank by giving notice thru advocate and then file a case with consumer court
