Re: special adhesive stamps
Special adhesive stamps are those stamps prescribed as such in the Stamp Act of the State concerned.E.g. Notary, Insurance etc. Regarding P.O.A.executed outside India and brought into India they have within three months from the date it is received in India to be affixed with stamps or endorsement of stamp duty collected by authorized officials designated in each State for that purpose under the Stamp Rules of that State. In many states, the Registrar of assurances is one of the authorized officials, Suprintendent of Stamps etc.
