Give resignation letter to the co.operative Bank and join the Govt. service. If the co.operative bank refuses relief certificate, you can file a writ petition against them in the High court. You can also give a letter to the co.operative bank to adjust your gratuity and provident fund dues towards the staff loan and provide a repayment schedule for payment of the balance.
