For a great loss of my business, one week ago I had made payments to my suppliers through my credit cards. But now I am not able to pay the banks. At that moment may I file bankruptcy?

Yes, you may file bankruptcy at any stage whenever you realise that your liabilities are more than the value of your assets and that with the given means you may not be able to satisfy your debts.
