a has applied for the license of liquor in the mean while he starts selling liquor. what is the legal position of A in the eyes of law?

Assuming A is selling liquor in the state of Andhra Pradesh he ispunishable under A.P.EXCISE & PROHIBITION ACT-1995 because selling liquor without a license is against Excise law.

If A is selling liquor when his license is still under process then he is punishable under the Excise Law of the State.
