can a MLM plan which emphasize on recruiting rather than the sales of the product be legal

An MLM plan is illegal when it is mere money - laundering OR if there is no genuine product/sale offering and the whole exercise is a scam.
So send the facts to advice on if the MLM plan is legal or not and if you have invested, how to get that money with interests and costs and mental agony.
