Legal Question in Civil Rights Law in India

In accordance with Bombay high court final order no.230 dated 15/06/2009 in application no.839

which is in favor of the respondent ( the original owner of the suit land), the revenue authorities have

made the mutation entry as well 7/12 extract and the entry in the register book of assessment in the name of the original owner's name. And thereafter i have taken out the copies of above documents for several times for my record. The last taken out the copy of assessment was on 15/06/2010, soon

after this the gram panchayat officer called "gramsevak" received an application from the appellant

asking therein to change the assessment in his name as according to him the original name of the owner is wrongful entry made by the revenue authorities.

My question is "The sarpanch or gramsevak or the body of the group gram panchayat have an authority to do so in this case against the Bombay high court final order?"

Thanking you in anticipation.
