If the cause of action has arose in 1999 can a person challange it ina court of law now in civil suit regarding land matters

It is not clear from your question as to what kind of property dispute. Every kind of dispute has its different limitation as far as the maintainability is concern. Normally the limitation period is three years. Even otherwise you may file a suit if cause of action arose in 1999 subject to condition that you have to establish continuation of cause of action.

Yes, in some cases the limitation period may be 12 years from the knowledge of cause of action.
