Legal Question in Civil Rights Law in India
Application / Procedural Norms for Domicile Certificate !
While applying for Domicile Certificate for my son, I was told that Fathers Domicile is a must. Therefore I applied for my own domicile certificate with proof of residence in Maharashtra as :
School leaving certificate, Kendriya Vidyalaya, Colaba , Mumbai , 1977
MBBS degree certificate, G.S. Medical College & KEM Hospital, Parel, Mumbai 1982
M.S Orthopaedic Surgery degree certificate , G.S. Medical College & KEM Hospital, Parel, Mumbai 1986
Passport, Republic of India, issued at Mumbai 1988
Election ID card, issued at Thane 1994
Ration card issued at Thane, Year 2000 & then transferred to Mulund, Mumbai 2007.
A letter from housing society certifying our residence in Thane from 1989.
Now my application is kept on hold asking for last 10 (ten) years of MSEB or MTNL bills. These bill/s seem almost impossible to procure from concerned departments (even after personally interacting with senior officers) as everything is computerized nowadays & gets automatically deleted from the system once the bill/s are settled, I am told. ( And nobody keeps the bills of last 10 years particularly if one has shifted to a new residence, in my case from Thane to Mulund ). we have given our bank statment of last ten years as well

Re: Application / Procedural Norms for Domicile Certificate !
You may need to contact the officials in revenue department - office of Collector / Tehsil for appropriate guidance. In case of delay or refusal you may have a remedy to go to the court but that remedy may be time consuming and costly. Try to persuade the concerned officials with the documents available with you.
