Legal Question in Civil Rights Law in India

I applied for a reissue of passport (expiry after 10yrs)from Pune on 17th Dec 2009. My address details and everything is same , nothing has changed nor do I have any police case against me.I waited for police verification.Checked the web site of PP, which stated "poloice inquiry awaited, contact local authority and get it done" When I visited the police station in Wanawadi (Pune), The arrogant policeman told me he has 1000's of applications and will come when he is free. After 42 days I recieved a letter from Pasport office Pune, stating that the police inquiry is yet not finished , contact the concerned authority and expedite it or the file will be closed" I went again to the same policeman, again the same answer, saying he is alone and cannot handle all the cases single handedly.Go I will come when I am free." I went to the Pune Police Commissioner's office on 1st Feb 2010. There they told me that the file has been sent to the Wanwadi police station on the 18th Jan,2010 kindly go to Wanawadi police station and request for the report. I told the person at the commissioner's office that the person at wanawadi is not listening. He told me to try again. I went the same day and requested him again, but the same reply.
I have even written an email to the Police commissioner of Pune and even the PM of India.
What shall I do now ? I am jobless since one year and I recieved an offer from abroad, but I will lose this golden apportunity. Is there any law that I can challenge the Police depptt. and the Passport office for denying me my Civil rights by not providing me the passport and verification report.

You may consider approaching the High Court of your State for appropriate directions to the Passport authorities and the police authorities.
